Monitoring, Evaluation and Learning Lead/USAID project.

– Lead the development, implementation, evaluation, and annual revision of the MEL Plan consistent with ICAP Burundi C&T project Work Plan and the USAID Monitoring, Evaluation and Learning (MEL) guidance for HIV Care & Treatment Program.
• Lead the development and implementation of the plans to monitor impact, outcomes (including negative/unexpected outcomes) and provide strategic guidance to management on progress and challenges, and present solutions
• Lead the development and management of systems to regularly and efficiently track, analyze, visualize, use and disseminate project’s key performance indicators tracking data in an informative way to facilitate learning and timely decision making
• Provide strategic guidance on the analysis and use of monitoring data and information to improve the Program, its implementation, and effectiveness
• Collaboratively develop, refine, and implement a robust learning agenda/framework for continuous learning, collaborating, and adapting, including with the development of concept note, data collection instruments, analysis and program learning document preparation

Data Manager/ USAID project

• Design, develop and maintain project databases and provide guidance to the project’s team for the design of databases.
• Provide technical assistance to sub-partners in the development of databases, data management and analysis;
• Coordinate monitoring and evaluation activities to ensure quality implementation according to donor standards and requirements;
• Development of planning, monitoring and evaluation tools for field staff;
• Actively contribute to the preparation of formative assessments, surveys and evaluation studies and provide technical assistance in this area to the country office as needed;

Monitoring and Evaluation Assistant

a. Be responsible for the design of tools, sampling, data collection, data analysis and finalization of reports in collaboration with the program coordinators and the Monitoring and Evaluation Coordinator;
b. Organize and monitor fieldwork and ensure quality control measures during surveys;
c. Ensure data processing on the computer (and/or supervision of data entry agents);
d. Analyze and report results;
e. Ensure the storage of information and the use of results and ensure the confidentiality and protection of data;
f. Develop a monitoring plan (technical) of the monthly project data taking into account the good quality of the monthly data per indicator;
g. Provide technical assistance to project staff in maintaining databases that contain periodic data on all indicators;
h. Ensure data quality;
i. With project teams, facilitate and provide analysis of indicators and surveys to inform and improve IRC projects and programs.
j. Improve monitoring and evaluation practices through technical capacity building of IRC teams;
k. Train IRC and partner teams in project tools.

Data Analyst

• Preparation of technical and financial bids;
• In charge of programming questionnaires in ODK collect, Kobo collect or CSPro;
• Responsible for data in the field
• In charge of the training of surveyors;
• In charge of processing and analyzing survey data in SPSS, SATAT or R.
